The board must meet in Baton Rouge, follow the Open Meetings Law, and hold a majority of its regular monthly meetings there. It may hold some meetings outside Baton Rouge if it gives proper public notice and uses a public building open to the public. The governor appoints one member as chairman, and the members choose
