About this statute

Owners or operators of certain large tank vessels operating in coastal waters or terminal facilities must keep and show proof of financial responsibility for oil discharge costs and damages; if federal law does not already require proof, they must establish it in a prescribed form. After an unauthorized oil discharge, the vessel can be held until proof is shown, but no longer than 12 hours after proof is provided. The coordinator may also suspend a certificate or deny port entry for noncompliance.
