When certain licensed race meetings conflict, the section fixes the commissions that may be deducted and kept from pari-mutuel pools, sets minimum daily license fees, lets the licensee keep the “breaks to a dime,” and requires certain excess proceeds to be delivered and partly paid out as purses.
