The Black Bayou Watershed District is governed by a five-member board. Commissioners must be Louisiana qualified electors who live in Caddo Parish, are appointed by the Caddo Parish Police Jury, serve four-year terms, and vacancies are filled by the remaining commissioners. Board members receive no compensation.
