§463.93. Special prestige license plates; Upper Room Bible Church A. The secretary of the Department of Public Safety and Corrections shall establish special prestige license plates which may be issued, upon application, to any member of the Upper Room Bible Church. The license plates shall be restricted to passenger cars, pickup trucks, recreational vehicles, and vans. The license plate shall be of a color and design selected by the Upper Room Bible Church, provided that it is in compliance with R.S. 47:463(A)(3). B. The charge for this special license plate shall be a one-time fee of three dollars for each plate, which shall be in addition to the regular motor vehicle registration license tax and a handling fee of three dollars and fifty cents. The handling fee shall be retained by the department to offset a portion of the administrative cost. C. The secretary shall promulgate rules and regulations necessary to implement the provisions of this Section in accordance with the Administrative Procedure Act. D. The secretary shall establish a prestige license plate for the organization in accordance with the provisions of this Section when all of the following conditions are met: (1) All necessary contracts regarding use of the Upper Room Bible Church logo have been executed. (2) The secretary has received a minimum of one thousand applications for the license plate. Acts 2001, No. 692, §1; Acts 2001, No. 1001, §1.
