Some gaming-related training schools must use an approved institution, certain suppliers and license holders are subject to suitability and licensing controls, and some wholesale alcohol licensees are exempt from a permit and fee.
§29.3. Employee training; supplier suitability A.(1) Any employee or dealer training school, other than employee or training schools conducted by a licensee, or the casino gaming operator, shall be conducted at an institution approved by the Board of Regents or the State Board of Elementary and Secondary Education. (2) Any person who, directly or indirectly, furnishes services or goods to the holder of a license as defined in R.S. 27:44 or 353, the casino gaming operator, or a sports wagering operator as defined in R.S. 27:602, regardless of the dollar amount of the goods and services furnished or who has a business association with the holder of a license as defined in R.S. 27:44 or 353, the casino operator, or a sports wagering operator as defined in R.S. 27:602 is subject to the jurisdiction of the board and division and may be found unsuitable. Therefore, any such person may be required by the board or division, where applicable, to be found suitable and be required to reimburse the board and division for any reasonable costs incurred, not to exceed two hundred fifty dollars. Failure to supply all information required by the board or division, where applicable, may result in a finding of unsuitability. B.(1) The division may waive any person or field of commerce from the requirements of this Subsection if the division determines either of the following: (a) That the person or field of commerce is currently and sufficiently regulated by a public agency or that it will provide goods or services in insubstantial or insignificant amounts or quantities as determined by rule of the board. (b) That submitting to suitability is not advisable or necessary in order to protect the public interest or to accomplish the policies established by this Section. (2) No entity holding a license to conduct gaming operations under this Title shall contract for the provision of goods or services with any person in their employ who holds a key gaming employee permit as defined in R.S. 27:3. (3) The division may rescind any waiver issued pursuant to this Subsection. C. A person is ineligible to receive a non-gaming supplier permit, if the applicant holds, or employs a person who holds a gaming employee permit under this Title and participates in the management or operation of gaming operations authorized under this Title. D. The holder of a license as defined in R.S. 27:44 or 353, or the casino gaming operator, shall ensure that all persons required to be licensed or permitted, or persons performing regulated tasks who are supplied by contractual agreement or otherwise, are properly licensed or permitted pursuant to this Title. E. Persons, firms, or corporations holding valid wholesale licenses issued by the federal, state, and local governments for the sale of alcoholic beverages shall not be required to obtain a permit of the sale of goods other than gaming devices or equipment and shall be exempt from the fee provided for in Subsection F of this Section.
