Minnesota Statutes § 148E.54 - CONSTRUCTION AND SEVERABILITY
The Commission’s rulemaking authority is to be read broadly, and most of the Compact remains valid if part of it is unconstitutional. The Commission may also deny or terminate a state’s participation if a member state’s constitutional requirement materially departs from the Compact.
