Minnesota Statutes § 169A.71 - RESEARCH PROGRAMS
A person is not guilty of a section 169A.20 violation for conduct during a Minnesota Highway Safety Center research or demonstration project if it involves a state-owned vehicle, is supervised by center personnel, and happens on the center’s grounds.
