Minnesota Statutes § 16A.502 - NONSTATE COMMITMENTS TO CAPITAL PROJECTS
A capital project appropriation or grant cannot be used until the commissioner decides any outside commitment is enough, and that commitment must be large enough to finish the project or phase.
