Missouri Revised Statutes § 108.906 - Projects to be authorized by general assembly, exceptions
A project funded from the third state building fund may not be started unless the general assembly first specifically authorizes it by separate legislation, except for certain repair, replacement, or maintenance projects meeting the stated reservation condition.
