Missouri Revised Statutes § 236.455 - Emergency action authorized
If a dam or reservoir poses an imminent, substantial danger and there is no time to issue an enforcement order, the chief engineer may take emergency action and may ask the attorney general or a prosecuting attorney to take legal steps and recover costs from the owner.
