Missouri Revised Statutes § 249.330 - Bids for improvement contracts
The board of trustees may let improvement contracts, but must advertise them and award them to the lowest and best bidder. The bidder must provide a bond, and the contract must be in writing with required plans, approvals, signatures, and duplicate execution.
