265.140. Director to enforce — powers. — The director shall be charged with the enforcement of the provisions of this chapter and for that purpose shall have the power: (1) To enter and inspect personally, or through any authorized representative, any place within the state of Missouri where apples are sold, offered or exposed for sale, and to inspect such places and all apples and apple containers found in any such place; (2) To inspect personally, or through any authorized representative, any records required of Missouri apple growers in connection with the enforcement of this chapter; (3) To stop any wagon, truck, or other vehicle upon any public street or road or upon any highway of the state for the purpose of inspecting any apples that may be so transported; (4) To make, publish and enforce such uniform rules and regulations as are necessary for carrying out the provisions of this chapter.
