Missouri Revised Statutes § 392.430 - Certificates to be approved, when
The commission must approve a certificate application for local exchange or interexchange service authority if the applicant shows, and the commission finds after notice and hearing, that granting the authority is in the public interest, except as provided in section 392.450.
