Missouri Revised Statutes § 630.855 - Contracts authorized, limitations
The departments of mental health and corrections may make and carry out contracts for the state, but they cannot pledge, commit, or use funds, personnel, facilities, equipment, supplies, or materials for those contracts unless they are legally available.
