§ 143-64. 17M. Energy savings analysis required prior to implementation; post-implementation analyses required.

Before implementing a qualifying energy conservation measure, a third-party energy savings analysis must be completed and submitted; after implementation, the institution must keep getting annual third-party savings checks and handle any shortfall, with an exception for natural disasters or other emergencies.
