§ 90-113. 1. Burden of proof; liabilities.
The State does not have to disprove exemptions or exceptions; the person relying on one must prove it. A person without proof of an appropriate registration or order form is presumed not to hold it unless they rebut that presumption. Lawfully enforcing officers are not liable under this Article.
