TCA § 54-16-105 — Grade separation — Access connections
The highway authority may create controlled-access highways and the state or its subdivisions may eliminate at-grade crossings or close roads at the facility boundary. Abutting property owners claiming damages from a closing have a right of action under § 29-16-123.
