TCA § 55-10-109 — When driver unable to report
If a person cannot make an accident report because of physical incapacity, the report is not required during that incapacity. If the driver cannot give immediate notice and another occupant can, the occupant must give the notice. If the driver cannot make the written report and is not the owner, the owner must file it
