Government Code § 2155.080

Sec. 2155.080. ADVISORY COMMITTEE ON PROCUREMENT. (a) The comptroller may establish an advisory committee on procurement. The purpose of the committee is to represent before the comptroller the state agency purchasing community and the political subdivisions that use the comptroller's purchasing services. (b) The committee is composed of officers or employees from the comptroller, from state agencies, including institutions of higher education, and from political subdivisions who are invited by the comptroller to serve on the committee. The comptroller shall invite officers and employees who are experienced in public purchasing, in public finance, or who possess other appropriate expertise to serve on the committee. Service on the committee is an additional duty of the member's public office or employment. Chapter 2110 does not apply to the size or composition of the committee. The comptroller shall set staggered terms for the members of the committee. (c) The committee may establish its own rules of operation. (d) The committee shall recommend improvements in comptroller or state agency purchasing practices to the comptroller. The committee shall review and comment on findings and recommendations related to purchasing that are made by state agency internal auditors or by the state auditor.
