Transportation Code § 441.131

Sec. 441.131. HEARING ON FINAL APPROVAL. (a) After receiving the report under Section 441.117(c), the board shall give notice of and hold a public hearing to determine whether a road facility: (1) is complete as required by the district's plans and the contract; and (2) should be conveyed to the governmental entity. (b) At the hearing, the board may require the presentation of additional information or testimony necessary to make a determination. (c) A representative of the governing body of the governmental entity to which the road facility is to be conveyed may present information and testimony that the governmental entity considers necessary. (d) If the road facility is to be conveyed to a county, a representative of any municipality in which or extraterritorial jurisdiction of which the road facility is located may present information and testimony that the municipality considers necessary.
