Transportation Code § 342.204
If a ferry license holder refuses to operate at authorized toll rates, the court may issue the license to someone else who will operate at those rates. If the former holder asks, the new license holder must buy the ferry boat at a value set by two local residents, and each side must choose one of those residents.
