Government Code § 153.053
The commission must appoint a committee to review complaints, decide initially whether a violation occurred, and impose penalties or sanctions. The committee must send the subject of the complaint written notice by certified mail, including the determination, any penalty or sanction, and notice of a right to a hearing.
