Special District Local Laws Code § 8065.0403
The district may impose a tax other than an operation and maintenance tax and use the revenue to make contract payments if the contract terms are approved by a majority of district voters. A voter-approved contract may also include a clause letting the board modify or amend it without further voter approval.
