Insurance Code § 2652.203
The department must notify a license holder about disciplinary or enforcement action within 30 business days after assigning a file number, unless a stated exception applies. The notice must give fair notice of the alleged facts, and an action is automatically dismissed with prejudice unless a hearing notice is served
