Special District Local Laws Code § 1102.306
When a district is dissolved, the board must determine the district’s debt and levy a tax on district property tied to that debt. After debts are paid, the board must have surplus tax money returned to taxpayers, and a taxpayer may ask for the share to be credited to county taxes.
