Special District Local Laws Code § 3845.154
Taxes imposed by the district for water, wastewater, and drainage facility construction and maintenance are treated as benefiting the area inside the district, not the El Paso County Tornillo Water Improvement District as a whole, and may not duplicate a tax imposed by that district.
