Government Code § 490C.106
A person may get enforcement of an administrative penalty stayed while the order is under judicial review if the penalty is paid or a supersedeas bond is filed; a person who cannot afford that may do so by filing an affidavit. On request of the office, the attorney general or the county or district attorney may sue to
