Government Code § 3100.064
If a state flag is shown on a motor vehicle flagstaff, the staff should be attached firmly to the chassis or clamped to the right fender. If both the U.S. flag and state flag are shown, the U.S. flag staff should go on the right fender and the state flag staff on the left fender.
