Local Government Code § 142.060
The chief executive officer of a public employer, or a designee, must select bargaining representatives for police-officer meet-and-confer issues. A police officers association may also name negotiators, and a municipality’s bargaining unit excludes the police chief and anyone exempt under Section 142.058(b).
