Transportation Code § 251.051
A county commissioners court must order certain public road actions and may assume control of streets and alleys in a municipality without an active de facto government. It also cannot discontinue a road before a replacement is ready, and cannot discontinue, close, or abandon certain roads unless they have been vacated
