Agriculture Code § 73.006
People may not ship citrus nursery products or citrus fruit into Texas from outside the state unless they first file a certificate of inspection with the department. Carriers also may not handle such shipments unless the required tag/label and permit are attached, and they must immediately report noncompliant shipments
