Tax Code § 24.34
If a railroad operates in another state or country, the chief appraiser must allocate to this state the part of the rolling stock’s total market value that fairly reflects its use in Texas during the preceding tax year, and the comptroller must adopt rules with formulas for this interstate allocation.
