Transportation Code § 342.053
A bridge-or-ferry company may set an exclusive operating area in its articles, but the area must stay within three miles of the bridge or ferry route, and no other toll bridge or ferry for hire may be established there except at a road crossing declared a public road by the county commissioners court.
