Local Government Code § 337.013

Sec. 337.013. SCOPE OF AUTHORITY. (a) Notwithstanding any provision of Chapter 221, Health and Safety Code, or Chapter 53, Education Code, a corporation may exercise: (1) the authority of the corporation inside or outside the limits of: (A) the municipality that created the corporation if the municipality is located in a county with a population of more than 300,000; or (B) the county that created the corporation if the county has a population of more than 300,000; and (2) the powers of the corporation on behalf of a user outside of this state if the user also conducts lawful activities in this state. (b) A corporation may exercise the authority of the corporation without the consent or other action of any person that would otherwise be required under Chapter 221, Health and Safety Code, or Chapter 53, Education Code, unless the articles of incorporation or bylaws of the corporation provide differently.
