Insurance Code § 541.402
A petition may be submitted to the commissioner to adopt, amend, or repeal a rule, but it must be signed by 100 interested persons and supported by evidence of deceptive or non-deceptive conduct as described here. The department must then deny the petition or start hearing proceedings within 30 days after receiving it.
