Government Code § 855.105

The board of trustees may borrow, issue, and sell certain debt instruments, but the notes or bonds must mature within 20 years, cannot bear more than 6% yearly interest, must be charged to and paid from the system’s expense fund, and total debt against that fund cannot exceed $75,000.
