Utilities Code § 103.003
A municipality may give the railroad commission exclusive original jurisdiction over gas utility rates, operations, and services, and must submit the question to voters if it gets a qualifying petition; it cannot do so while a case is pending, and a municipality that surrenders jurisdiction may later reinstate it.
