Education Code § 109A.002
The board of regents may prescribe courses and award degrees only with approval from the Texas Higher Education Coordinating Board, must adopt rules for university management, and may enter affiliation or joint faculty agreements. New departments, schools, or degree programs cannot be started without prior approval.
