Special District Local Laws Code § 3897.115
The board may add or remove territory, but any addition or removal needs approval from the local municipal governing body (when applicable) and the owners of the territory. Territory cannot be removed while certain district bonds or obligations tied to ad valorem taxes or assessments are outstanding.
