Occupations Code § 2154.304
Officials may seize illegal fireworks, and seized fireworks must be kept in custody. The owner may contest the seizure in district court, and the court may order return of some or all fireworks within 30 days after the hearing; otherwise unreturned fireworks must be destroyed.
