Utilities Code § 103.055
An appeal under this section is heard de novo. The railroad commission must issue a final order setting the rates it thinks the municipality should have set. If no final order is entered within 185 days after the appeal is perfected, the gas utility’s proposed rates are treated as approved and take effect.
