Occupations Code § 51.307
A respondent must act within 30 days after the commission’s order becomes final: pay the penalty or seek judicial review, and if seeking review, either escrow the penalty or post an approved supersedeas bond. A financially unable respondent can get judicial review by filing a sworn statement.
