Insurance Code § 801.102
If the department finds an applicant is not worthy of public confidence after an inquiry, it must deny the certificate application or revoke the insurer’s certificate of authority. The commissioner must hold a hearing if the applicant asks, and must request a hearing date within 30 days of that request.
