Agriculture Code § 58.039

Sec. 58.039. REVIEW BOARD. (a) The bond review board is composed of: (1) the governor; (2) the lieutenant governor; (3) the speaker of the house of representatives; and (4) the comptroller of public accounts. (b) The governor is chairman of the review board. (c) Bonds may not be issued under this chapter, and proceeds of bonds under this chapter may not be used to finance a program unless the issuance or program, as applicable, has been reviewed and approved by the review board. (d) The review board may adopt rules governing application for review, the review process, and reporting requirements. (e) A member of the review board may not be held liable for damages resulting from the performance of the members' functions under this chapter.
