Occupations Code § 560.001
A person may not operate a pharmacy in this state unless the pharmacy is licensed by the board. An out-of-state pharmacy may not ship, mail, or deliver certain prescription drugs or devices into the state unless it is licensed by the board or exempt under Section 560.004.
