The county commissioners court must either act as the district’s governing body or appoint one. The district’s board must have five directors, and directors must be at least 18 and county residents. Board members get no compensation for service, but they may be reimbursed for actual and necessary expenses.
Sec. 387.005. GOVERNING BODY. (a) The commissioners court of the county in which the district is created by order shall provide that: (1) the commissioners court is the governing body of the district; or (2) the commissioners court shall appoint a governing body of the district. (b) A member of the governing body of the district is not entitled to compensation for service but is entitled to reimbursement for actual and necessary expenses.
