Alcoholic Beverage Code § 61.34
If a license denial is appealed, the appellant must post bond and may have to pay costs if the appeal loses. If a license issued based on a district court judgment is later reversed, the license is automatically invalidated and the applicant gets a proportionate refund of unexpired fees.
