Local Government Code § 253.005
A municipality may lease its oil, gas, or mineral land, and may also lease certain streets, alleys, or public squares if surface drilling and similar operations are banned. Wells may not be drilled in thickly settled parts of the municipality or within 200 feet of a private residence.
