Insurance Code § 884.554
The board of a mutual assessment company may vote to send a proposed direct reinsurance agreement to members, but it must first prepare detailed reinsurance plans and submit the agreement to the department. If the department finds the agreement complies with the chapter, it must approve it for submission to the members
